Haikou Pt (CNHIG)

Haikou is the most important of the island's ports because of its key location. General and bulk cargoes and containers are handled, but the port also offers passenger services to the mainland. Large vessels are lightered at the anchorage. Imports: Steel products, cement, fertilisers and coal. Exports: General cargo.

Port Haikou is situated on the northern coast of Hainan Island, facing the Hainan Straits.

LOA 263.23m, beam 43.0m, 55,950DWT.

Approx 124,000,000t of cargo, 1,000,000TEU and 15,000,000 passengers are handled annually.

There are 6 anchorages depth 11.0-16.0m, bottom mud and silt, good holding ground: ..... The anchorages are open to winds between W and NE when a heavy and confused swell is sometimes felt, making cargo work impractical.

The approach to the waiting anchorage and pilot boarding place from the N is generally free of dangers. The harbour is approached through Haikou Bay, much of which is an area of shallow water. Near the head of the bay the depths are considerably less and are subject to rapid and frequent change, varying with the wind. The outer channel to No 2 working area is dredged to 9.5m, inner channel to No 1 working area dredged to 7.4m. Caution: A number of dangerous wrecks lie in the bay on each side of the channel leading line and through an arc between SE and SW within 1nm of the pilot boarding position. In the SE part of the bay there are a number of fish farms.

Compulsory. Pilot service is available throughout 24 hours. Pilot boards vessel at the Pilotage and Quarantine Anchorage, 20°05.42'N 110°16.57'E, 3.8nm N of harbour entrance.

Xiuying Light (white, round metal tower, 24m in height) (20°01'N 110°16'E).

Within the channel, cargo vessels should have a margin of 8% UKC of their draught; tankers, vessels carrying dangerous goods and passenger vessels should have a margin of 10% UKC.

MHWS 2.0m, MLWS 1.0m. Range: Min 0.5m, Max 2.2m. Tidal streams within the bay, set NE for about 8 hours and SW for about 16 hours at rates of 1.5kts to 2kts.

The Quiongzhou Straits Authority operates a VTS in the Hainan Strait area. The Haikou reporting lines are 20°06.8'N 110°02.8'E and 20°06.8'N 110°20'E.

There are 2 x 1,200hp and 1 x 2,600hp tugs available.

Prevailing winds: SW'ly & NE'ly. From September the port can be subject to typhoon winds. The level of winds will range from 17kts to a typhoon force 56/64+kts. These weather conditions bring heavy precipitation and together they have an effect on a vessel's ability to load/unload. Rain: Average annual rainfall is 178cm, with the rainy season between May- Oct, which accounts for 80% of annual rainfall. Fog: Occurs in winter and spring for about 30 days and usually appears in early morning. The appearance of fog does not affect the harbour operations. Temperature: Subtropic climate with long summer. Average annual temperature 24° C. Ice: Ice free port

The Master should advise of the vessel's ETA to the state agent, or through the local agent to the state agency, 72, 48 and 24 hours prior to the vessel's arrival at the pilot station. The ETA message should include the time and date of the vessel's arrival and sea water draught. If there is any dangerous cargo onboard, the Master should also report details of that cargo including description, packaging, IMO code and gross/net weight. Should the vessel's ETA or other circumstances change, prior to arrival, the Master should send further messages.
