Dalian Pt (CNDAG)

Under its long term Development Plan, several locations in Dalian Port are undergoing extensive redevelopment on reclaimed land. Various areas have been, and are being, redesignated into specific zones according to function, with the result that many berths and terminals have been moved. The port is divided into the following main areas: Western bay area: Heizuizi (38°56'N 121°37'E) Xianglujiao (38°57'N 121°37'E) Ganjingzi (38°58'N 121°38'E) Dagang (38°57'N 121°39'E) and Siergou (38°56'N 121°41'E). Northern bay area: Liushutun (39°00'N 121°41'E) Heshangdao (Henshang) (39°01'N 121°45'E) Taipingwan (39° 59.019'N 121° 47.394'E) Eastern bay area and Dayao Bay (Dagushan Peninsula): Beiliang (Beiling) (38°58'N 121°48'E) Xingang (Nianyuwan) (38°59'N 121°54'E) Dayaowan (39°01'N 121°52'E). The port handles grain, steel products, ore, timber, vegetable oil, fertiliser, crude oil, refined products, coal, forage, cement, dangerous cargo, Ro-Ro vessels, containers, bulk, bagged minerals, maize, and general cargo. Dalian is the transhipment centre of oil products for NE China and Asia, and is mainly engaged in loading, unloading and storing crude oil, oil end products and liquid chemical products. The Dalian Beiliang Grain terminal is reputed to be the second largest in the world and the largest in Asia. Lushun New Port (38°48'N 121°07'E), part of the port of Dalian, is now operating 50km SW of Dalian City, 10km to the W of Lushun between Shuangdao Bay and Yangtou Bay. Shipbuilding facilities in the Xianglujiao and Liushutun areas of Dalian have been substantially expanded and a new shipyard built on Changxing Island, 70km to the NW of Dalian City.

The port of Dalian is a deep water port, located in Dalian Gang, at the S end of the Liaotung Peninsular, surrounded by Bo Hai Gulf and Korea Bay. Dalian Xingang and Dayao Wan are also part of the port of Dalian.

When at anchor, vessels must maintain a continuous listening watch at all times on the nominated VHF channel. There are several anchorages: No 1 Cargo Quarantine Anchorage bounded by: ..... Vessels entering and leaving Dalian port should keep to the Dasanshan Channel situated between Dasanshan Island and Huangbaizui in accordance with the Dasanshan Traffic Separation Scheme. The channel width is 4.7nm, depth 13-42m. The route has a separation zone 0.3nm in width with a lane on either side. To enter and leave the various dock areas there are the following fairways: ..... Dalian Harbour Supervisory Administration is responsible for the Port of Dalian within the area bounded by a line joining the following positions: ..... 1. There are several lighthouses and beacons in the area with ranges of 2.5nm to 23nm. The most powerful is Dasanshan Island (Dao) Lighthouse (Fl W 10s) (38° 51'.83N 121°49'.48E) with a range of 23nm. The port has draught restrictions dependent upon type of cargo loaded and season. Vessels carrying imported bulk grains, ores and phosphate rock may have their draught limit increased by 0.3-0.9m by waiting for HW and prior arrangement between the port authorities and the shipper. Entry and departure can take place after sunset except at the Heshangdao Terminal and Ganjingzi Oil Terminal.

The minimum tidal range is 0.6m, the maximum is 4.6m with the average spring and neap ranges being 2.9m and 2.6m respectively. The mean sea level is 1.6m. Tide runs W during flood and E during ebb with a rate of 0.5-1.0kt. Humidity level ranges from 61% in Winter and 86% in Summer.

Participation in the VTS is mandatory for all vessels equipped with the required communication equipment in accordance with relevant Conventions and/or National Rules and Regulations and for vessels for which the competent authority may require to be governed by the VTS. The working languages of the VTS are Mandarin Chinese and English. The area covered by the VTS covers an arc of 12nm radius centred on Dasanshan Dao Light (38°51'.83N 121°49'.48E) and an arc of 20nm radius centred on Laotieshan Light (38°43'.62N 121°8'.03E). ..... To enforce the port traffic control and safety of navigation, all vessels passing through Dasanshan Channel should observe the Traffic Separation Scheme. There is a separation zone in the S section of the channel and a separation line in the N section. The separation zone is 3nm in width with a traffic lane 1.5nm wide on each side measured from the centre of the zone. On either side of the separation zone and the separation line there are traffic lanes. On the outside of the traffic lanes there are inshore traffic zones for small vessels under 20m in length. Located at the N end of the separation zone's centre line is a mid channel buoy "H1". The space within the N half of the circle, radius of 0.6nm, is a warning zone. Upon entering the Dasanshan Channel, ships should immediately notify Dalian Harbour Superintendency by VHF and remain in close contact thereafter. Vessels in Dasanshan Channel shall proceed in the appropriate traffic lane in the general direction of flow for that lane. Vessels shall not enter or cross a separation zone or separation line. Ships so doing, in an emergency, should return to their specified lane as soon as possible so as not to endanger other traffic. Vessels shall usually enter and leave traffic lanes at the end of the lane and when entering or leaving from either side shall do so at as small an angle to the general direction of traffic as is practicable. Vessels bound for Dagang dock areas should enter Dagang Main Fairway via the warning zone after passing through the traffic separation lane. Vessels bound for the Ganjingzi or Xianglujiao dock areas navigating along the general direction of traffic should turn into the Ganjingzi Fairway near Buoy "H2". Ships leaving these dock areas should enter the general direction of traffic near the same buoy. There are 2 x 428hp, 2 x 980hp, 4 x 1,970hp, 1 x 2,000hp, 1 x 2,400hp and 6 x 3,200hp tugs available.

Prevailing winds: N-NW'ly from Oct to Mar and S-SE'ly from Apr to Aug. Ice: The port is never closed by ice but from Jan to Mar between 5cm and 20cm may be experienced. This causes no problems for steel hulled ships. Precipitation and fog: Average annual rainfall is approx 600mm. Jun and Jul are the foggiest months but fog occurs all year round. Annual temperature varies between -5°C in January and +23°C in July. Foggy days increase at the start of spring and disappear after September. Long lasting foggy weather in July may impact on vessels entry/exit from the port.

Allowances: The allowance for officers and crew are 2 cartons of cigarettes and 2 bottles of liquid which must be included in the Crew's Effects Declaration to the Customs House. There is a penalty for non compliance. The punishment for additional liquids varies according to the brand. Immigration: Shore Passes are issued to each crew member after the Master has submitted/shown all the necessary documentation required to the Immigration officer. This includes General Declaration, Crew's Effect Declaration, Crew List and passports. Crew is allowed to proceed ashore with a Shore Pass and their passport. All crew must be back onboard by 2359hrs. The crew is restricted to the city area and will be fined if they proceed outside this area. All foreign crew members should obey all the laws and practices of the PRC.

The Master should advise the vessel's ETA to the state agent or through the local agent to the state agency, 72, 48 and 24 hours prior to the vessel's arrival at the pilot station. Vessels should report the details of any dangerous cargo carried including IMO Code, description, packaging and gross/net tonnage. Should the vessel's ETA or other circumstances change, prior to arrival, the Master should send further messages.

The national flag of the PRC, which is not old, damaged or colour faded, must be displayed in addition to normal Interco flags. Other flags are not to be displayed without permission from the Harbour Master.

The Master should be aware of the following regulations when the vessel is under normal commercial operations: ..... 1. Before adjusting ballast water, lowering lifeboats, inspecting the main engine, testing/using radio or painting the outer hull, the vessel should apply to the Harbour Master in writing. 2. When taking bunkers or welding, in addition to first obtaining permission of the Harbour Master, the work must be done under the Harbour Master's supervision. 3. There must be crew available at the top of the gangway to adjust it as required. A safety net must be securely rigged under the gangway. 4. The Master must arrange for a duty officer to be available to solve any potential problems during the vessel's loading and discharging and he should liaise closely with shore personnel. 5. Whilst at anchor, a duty officer must maintain a VHF watch on the nominated channel.

When a vessel departs its previous port, prior to calling at a Chinese port, it should apply for pratique by radio. Once the vessel arrives in port, the Quarantine officer boards to carry out an inspection. Before pratique is granted, the vessel must fly the Interco "Q" flag and no crew are allowed to proceed ashore. Ship Sanitation Control and Exemption Certificates can be renewed in all Chinese ports licensed for handling international vessels.

Normally NOR should be tendered according to the relevant clause in the Charter Party. If there is no special clause then it should be tendered according to the actual working hours of the port.

The vessel's agent will send instructions to in bound vessels through the coast radio station being used or via Inmarsat. The instructions usually include the time and position of the pilot boarding. The Master is required to confirm receipt of messages to avoid delays to the vessel.
