Moanda Oil Terminal (CDMNB)

FSO 'Kalamu' is a converted tanker with a storage capacity of 1,045,000bbls and owned by Perenco.

Tropical.

The Moanda Terminal comprises FSO 'Kalamu' permanently moored to a SPM which is located approx 10nm offshore from the coast of Democratic Republic of Congo.

Off Shore: LOA 277.36m, draught 17m, 175,000DWT.

Anchorage may be obtained in a designated anchorage within a one mile circle of centre 05°56.6'S 012°07.0'E). Depth 28.0m, bottom soft mud.

Water is brackish to salt.

Pilotage is compulsory and is conducted by the mooring master, who will board in the anchorage or 2.5nm NM of FSO 'Kalamu'.

A restricted area enclosing an area of offshore oil and gas activity and in which anchoring is prohibited extends from a position on the coast, approx 8.5nm SSE of Ponta Vermelha, SE to a position 0.5nm SE of Kupundji Light. The area is bounded by lines joining the following positions: (A) 05°46.5 S 012°12.5 E (B) 05°52.0 S 012°05.0 E (C) 05°55.5 S 012°08.0 E (D) 05°57.0 S 012°08.0 E (E) 05°58.0 S 012°06.0 E (F) 06°00.0 S 012°06.0 E (G) 06°00.0 S 012°18.0 E (H) 05°53.5 S 012°18.0 E Export vessels are required to arrive with minimum 30% summer deadweight of ballast or cargo and be adequately trimmed for safe maneuvering due to occasional very adverse weather conditions, if so required. Incoming vessels must be able to load and deballast simultaneously or load cargo, stop loading, deballast and finish loading to maintain 30 percent of summer deadweight.

Range 2.0m. Current: The current at the berth is a composite of the effect of the general NW drift and the outflow from the River Congo. This results in a current of 2-3.5kts or more in a N to W direction. The magnitude and direction of the current is affected by the level of the Congo River, which is high in May and December and low in March and July, and by the effect of the tidal streams. In extreme cases the resultant surface movement may be as great as 5kts.

A 24hr watch is maintained in the KALAMU(FSO) Radio Room and vessels are usually able to make contact at a distance of 20-30 miles. Should the VHF equipment not be compatible, suitable equipment will be made available by the Mooring Master.

Vessels should advise ETA via email (preferably), fax or telex to Moanda Terminal for the attention of mooring master, or via vessel's agent in Kinshasa as early as possible, confirming 72, 48 and 24 hours in advance, stating following information: ..... 1.
