🛡️ Pre-Arrival Information
Communications
A government WT station operates daily from 0700-2130hrs LT (1100-0130hrs GMT). Vessels bound for Bonaire should route their messages for Bonaire through Curacao Radio (callsign "PJC"). VHF: VHF communication should be commenced within a radius of 30nm from the terminal or more if possible. The terminal may be called on Ch 16. When contact with the terminal has been established, communication should then be shifted to Ch 13. After initial VHF contact has been established, VHF communication with the terminal will remain on Ch 13. This will include communication with the tugs and the mooring launches. Mooring/unmooring VHF communication: Communication on Ch 13 during the immediate approach and mooring procedure will be confined rigidly to berthing operations which includes all directives from the berthing Masters to the tugs, mooring launches and jetty. After the vessel has been secured at the berth and the Berthing Master has cleared all berthing operations, communication on Ch 13 will be secured and all base receivers will be returned to Ch 16 pending an emergency or when the Berthing Master resumes his function for a departing vessel. When the vessel is ready to depart and the Berthing Master has boarded and resumed his function, VHF communication is again established on Ch 13.
Customs and Immigration
When the vessel is secure and the gangway is landed on deck the Immigration Officer, Customs Officer and agent will board to attend formal entry of the vessel. Immigration: Two copies of the Crew List are to be ready for presentation to the Immigration officer. Crew members must all be presented for document check without delay or interruption of the vessel's operations. Terminal gate watchmen are required to check all personnel re-entering the terminal. Therefore, appropriate crew passes are to be issued to each crew member prior to shore leave. Customs - Inward clearance: The Customs Officer with the assistance of the ship's agent will prepare the Inward Clearance document. This document is to be signed by the Master. Upon completion of the above formalities the vessel is declared free and shore leave may be granted.
Documentation required
..... Document Customs Immigration 1. Crew List 1 copy 2 copies 2. Stores List 1 copy - 3. Personnel Effects List (leaving crew members) 1 copy - 4. Medicines and Drugs List 1 copy -
ETA
When a ship leaves its loading port the shipper should advise the date of anticipated arrival at Bonaire. For vessels departing from remote loading ports, the ETA date should be revised at least once a week while the vessel is en route. Arrival advice: The Master should advise his ETA not less than 72 hours prior to arrival, again 48 hours and 24 hours prior to arrival. The last message should be revised if an unusual change in the ETA should occur. WT messages of this nature must be sent to the ship's agent who, in turn, will immediately relay the information to the terminal management. The arrival notice should contain the following data in addition to the declared time of arrival: ..... 1. Draught, forward and aft. 2. Available fittings, i.e number and diameter of connections at deck manifold system for connecting 2 x 16in and/or 12in steel swivel loading arms. 3. Any conditions which may affect loading or unloading operations. 4. Any unusual condition which may require abnormal attention prior to berthing. Tankers arriving from Africa, the Mediterranean or the Middle East should give their ETA ten days and five days in advance. Vessels should contact the pilot when within 26nm of the BOPEC Terminal.
Flags
Bonaire, Dutch or Netherlands Antilles flags are all acceptable and can be supplied by agents.
General notices & regulations
Hazard zone - radio transmitting installation: Vessels approaching Bonaire should remain clear of an area within a radius of 3nm from the Radio Netherlands towers in position 12°13'N 068°19.3'W. The area is noted as a danger area due to strong radiation from the powerful radio transmitters on shore. BOPEC Terminal is situated sufficiently W of this area to be well clear of any radio radiation influence. Ballast, oily water discharge: Under no circumstances can dirty ballast water be discharged overboard within a radius of 50nm from any Netherlands Antilles island.
Health regulations
There are no health formalities. However, a health declaration from the last port must be presented to the agent for submission to the local health authority.
Notices of readiness
NOR to be tendered upon arrival at pilot station.
